Description

SUMMARY

 

Direct and manage the warehouse, purchasing and textbook (physical and online) management activities. Develop and implement purchasing procedures to process bids and purchase orders and ensure compliance with applicable state laws and regulations. Facilitate the effective delivery and coordination of textbook resources and related services.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

 

Warehousing

  • Oversees ordering, maintaining, and distribution of District Warehouse inventory and supplies for all campuses.
  • Properly dispose of obsolete and surplus personal property.
  • Assist in the management of district assets, ensure all controlled and fixed assets are appropriately barcoded and recorded in the district’s asset management system, as required by district policy and federal/administrative guidelines.

 

Purchasing

  • Maintains vendor bid list for the district.
  • Know all legal aspects of purchasing.
  • Develop, lead and implement contracting and procurement strategies and best practices.
  • Prepare bid documents for the district, to exclude land and buildings to ensure compliance with all board policy, state and federal guidelines.
  • Oversee all competitive bid processes including the preparation, advertising, bid openings and evaluations. Prepare bid recommendations for school board approval.
  • Maintains records of all bids and quotes according to state laws.
  • Approves and processes purchase orders.
  • Develop and communicate local purchasing policies and procedures which provide guidance to campuses and departments in the procurement of services, supplies and materials.

 

Textbook Management

  • Coordinate with all academic departments for the procurement of digital and physical resources as well as manage inventory, distribution, license allocation, and account management for staff and students.
  • Troubleshoots and manages issues related to licensing for online textbooks.
  • Supports the Secondary and Elementary Executive Directors with Technology and Instructional Materials Allotment (TIMA) questions and concerns.
  • Maintains inventory of digital textbooks and resources including vendor contacts, expiration dates, securing quotes, license activation and deactivation.

Other

  • Oversee and maintain department budget
  • Perform other tasks as assigned

 

 

SUPERVISORY RESPONSIBILITIES

 

Supervise and evaluate all employees in the Purchasing and Warehousing departments. 

 

QUALIFICATIONS:

 

Education and Certification

 

Bachelor’s degree (Proven experience can be considered in place of bachelor’s degree).

TASBO certification preferred.

 

Experience:

3 years practical experience preferred.

 

Special Knowledge/Skills:

 

  • Knowledge of comprehensive purchasing and supply management program
  • Knowledge of Texas purchasing law, including purchasing standards and specifications, cooperative purchasing, and the competitive sealed proposal process
  • Ability to use centralized financial and purchasing system software to support the purchasing function
  • Ability to collaborate with all levels of District
  • Ability to supervise departmental employees
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong organizational, communication, and interpersonal skills
